Xbox One will allow self-publishing?

In a move what can only be seen as trying to evening the playing field as much as possible from outcry and competitors it looks to be that Microsoft will allow self-publishing on the Xbox One. Coming from Game Informer, they have multiple sources claiming action on this. This has already been the case for other platforms and newly announced model that the PS4 will go with so while they have said in the past they would not allow this it would only make sense to overturn it.

The news before this had allowed game developers to update their game with patches without fees and would not block used game sales. So what do all these reversal mean for Xbox One and you, does it change your opinion on the system?
